News Release: Dr. Mona Ghosh Sentenced to Prison for Health Care Fraud

June 10, 2025 - A doctor who provided fertility treatments and other services to women in the Chicago suburbs has been convicted of health care fraud and sentenced to 10 years in prison. Dr. Mona Ghosh operated a women's healthcare clinic, Progressive Women's Healthcare, S.C. in Hoffman Estates, and between 2018 and 2022, she submitted many claims to insurance providers, including Medicare and Medicaid, that were fraudulent. She also performed a large number of treatments that were unnecessary, causing harm to patients.

After learning about Dr. Ghosh's practices, the FBI performed an extensive investigation, uncovering many instances of healthcare fraud. Dr. Ghosh regularly submitted fraudulent claims, including billing for services that were not performed, overstating the length of visits with patients and the complexity of the services that were provided, using billing codes that did not match the treatment provided in order to receive higher rates of reimbursement, and falsifying patients' medical records.

However, the most troubling aspect of the fraud committed by Dr. Ghosh involves the unnecessary medical treatments performed on patients. A large number of patients received endometrial ablations when these procedures were not needed based on the medical issues they had been experiencing. These procedures led to infertility for women who had planned to have more children in the future. Other women received invasive endometrial biopsies to screen for cancer or other conditions, and Dr. Ghosh told some patients that they needed to receive aggressive cancer treatments even though they did not have cancer. Other unnecessary treatments included ultrasounds, cervical swabs, blood tests, vaccinations, and tests for sexually transmitted diseases for women who were not sexually active.

In 2024, Dr. Ghosh agreed to plead guilty to the charges against her. After consideration, the U.S. district court judge hearing her case issued a sentence of 10 years in federal prison. Dr. Ghosh was also ordered to pay restitution of around $1.5 million. However, this restitution will be paid to insurance companies that were defrauded rather than the patients who suffered harm due to the unnecessary treatment they received.
